Belgian municipalities · emergency planning

Your municipality's emergency plan, kept up to date.

The plans, safety cell and exercises the royal decree of 22 May 2019 asks of every municipality, structured article by article, and the document the municipality then submits to the municipal council and the governor.

What the municipality gets

Four tools for municipal emergency planning

General, special and discipline 5 plans

Each plan follows the elements the royal decree requires — article 5 for the general plan, article 6 for a special plan — with guidance and the legal basis for every section. An element of a special plan that does not apply must be justified, as article 6 § 3 asks.

The document, generated

One click produces the plan in Word or PDF, in French, Dutch or English: table of contents, sections in the decree's order, and as annexes the safety cell's contact details, the linked risks and exercises.

The safety cell

Mayor, emergency planning coordinator, disciplines 1 to 5 and experts, with their deputies; meetings, agendas, minutes and decisions. The tool flags a role with nobody in it or a year without a meeting.

Readiness, criterion by criterion

The criteria of the public municipal observatory: what the municipality holds in the tool, and the public page that shows it. The observatory's score measures only what is public, and being a customer never changes it.

And the continuity of municipal services

  • Business impact analysis of the services, RTO and RPO
  • Continuity, IT recovery and crisis communication plans
  • Exercises, evaluations and action plans
  • CyberFundamentals (CyFun) self-assessment
FAQ

Questions from municipalities

Does the content copy the Crisis Centre's guide?

No. The structure follows the legal texts — the royal decree of 22 May 2019 and the law of 15 May 2007 — and the guidance is written by ResiPlan. The national security portal's templates are not copied.

Must the plan still be shared through the national security portal?

Yes: the municipality sends its plan to the recipients it names, in particular through the national security portal. ResiPlan produces the document; it does not replace the portal.

Where is the data?

In the European Union. The safety cell's contact details stay in the municipality's space and are never published.

Is a municipality subject to NIS2?

Not automatically: the Belgian law of 26 April 2024 does not cover municipalities as such. It depends on their activities, their size and a possible identification by the Centre for Cybersecurity Belgium. The rescue zone, on the other hand, is covered.
