Purpose
The observatory informs the public, authorities and professionals about how visible the emergency preparedness of Belgian local authorities and the continuity of their services are. It does not judge the quality or existence of plans.
Data used
Reference data from Statbel (CC BY 4.0) and Wikidata (CC0); information published on the official websites of municipalities and provinces, consulted on the dates shown. Documents are never republished: the observatory links to their source.
Crawler
The ResiPlanObservatoryBot crawler identifies itself, respects robots.txt and the delay each website asks for, and leaves at least two seconds between requests to the same server. An authority can ask not to be crawled any more through the right of reply.
Personal data
No names of staff or elected officials are published: the observatory records that a function exists, never the person. E-mail addresses and phone numbers are masked at collection. The data of a right-of-reply request is used only to handle it.
Right of reply
Any municipality or province can have its page corrected. A reviewer examines each request; the corrected page becomes a new version.
Licence
Published pages may be reused under the Creative Commons BY 4.0 licence, crediting 'ResiPlan Observatory' and the Statbel and Wikidata sources.
